Horizon Bank began in 1964 when workers at the Illawarra County Council decided they needed to form a credit union for their financial wellbeing. In December of that year they registered as Illawarra County Council Staff Credit Union. In a common occurrence in Australian credit union history, the bonds of the county council were not fit for purpose and they merged with Bega Valley Credit Union in 1980. To demonstrate their new community credit union remit they changed their name to ICC Mutual Credit Union later that year. They became Horizon Credit Union in 1995 and began trading as Horizon Bank in 2019.

2009 – Merged with Eurobodalla Credit Union
2019 - Began trading as Horizon Bank
2021 - Merged with Lysaght Credit Union
